The 2026-2027 Minimum Attorney Fee Tariff Has Been Published

The 2026-2027 Minimum Attorney Fee Tariff (AAÜT) prepared by the Union of Turkish Bar Associations was published in the Official Gazette No. 33419 of 3 November 2026 and entered into force on the same day. The new Tariff raises many of the fixed fees at different rates and makes two textual changes aimed at practice.

Changes to the text

  • “Amount finalised in the proceedings” in enforcement: In Article 11 (fees before enforcement and bankruptcy offices and enforcement courts), the term “principal claim” in the first paragraph was replaced with “amount finalised in the proceedings” (takipte kesinleşen miktar), to end confusion in practice and align with the term used in UYAP, the national judicial network. The same change was made in the sixth paragraph, with the aim of preventing differing calculations.
  • Fees in guardianship matters: The title of Article 18 now reads “Fees in matters handled and in guardianship matters”, and a third paragraph was added. Where lawyers nominated by the bar at the request of the guardianship authority are appointed as guardian, curator or legal adviser under the Turkish Civil Code, a fee will be awarded for each year on request, under Article 457 of the Civil Code and taking account of the work involved. This fee may not be lower than the amount in Part One, Section Two, item 2(a) of the Tariff (TRY 15,000 for 2026-2027).

Key fixed fees

Selected items under the 2025-2026 and 2026-2027 Tariffs:

  • Monthly fee for contracted lawyers that joint stock companies must retain: TRY 45,000 → TRY 58,000; building cooperatives: TRY 27,000 → TRY 35,000

Proportional fees

In Part Three of the Tariff, which applies to matters concerning money or that can be valued in money, the bracket amounts were increased by 33%, while the rates remain unchanged. For example, the first bracket subject to 16% rose from TRY 600,000 to TRY 800,000, and the 1% rate now applies to the portion above TRY 24,800,000.

Which matters does the new Tariff apply to?

Under the Tariff, attorney fees are assessed according to the Tariff in force on the date the legal service is completed or the judgment is rendered. The new Tariff therefore applies to decisions rendered on or after 3 November 2026. For judgments rendered after a reversal or annulment on appeal, the Tariff in force on the date of the new judgment also applies.
